H.E. Lotfi Bouchaara, Ambassador of Morocco.

Born in Moscow on January 3rd 1968. He is married and has 2 children. Languages: Arabic, French, English.

Chief of Cabinet of the Minister of Foreign Affairs and Cooperation since October 2013. 


Education:

National School of Administration (Rabat), Major in Diplomacy, Diploma obtained in 1992.

University of Rabat: Master Degree in Public Law with a Major in International relations. Diploma obtained in 1996.

 

Diplomatic carrier:

1992-1994    Secretary of foreign affairs, United Nations Directorate in charge of disarmament and international security.

1994               Training program at the United Nations on disarmament issues.

1995-2001    First secretariat the Permanent Mission of the Kingdom of Morocco to the United Nations in Geneva in charge of disarmament and humanitarian issues.

2001-2003    Head of Unit in charge of General Assembly and Security Council issues within the United Nations Directorate.

2003               Counsellor at the Permanent Mission of Morocco to the United Nations in New York in charge of humanitarian issues during Moroccan chairmanship of the G77.

2008-2010    Counsellor at the Permanent Mission of the Kingdom of Morocco to the United Nations in charge of the First committee of the General Assembly of the United Nations disarmament and international security issues.

2009-2013    Deputy Permanent Representative of the Kingdom of Morocco at the Permanent Mission to the UN in New York.

2012-2013    Deputy Permanent Representative of the Kingdom of Morocco at the Security  Council.

 

Other Functions:

Member of the UN Secretary General’s intergovernmental panel of experts to address the issues of Missiles (2004).

Vice President of the General Assembly’s Working Group to negotiate an international instrument to enable States to identify and trace illicit small arms (2004-2005).

Vice President of the First Committee of the United Nations General Assembly (2005).

Rapporteur of the Commission on Disarmament (2007).

Member of the Moroccan Delegation to the United Nations General Assembly Sessions (2001-2015)
