Biography
Since 2007, Alkaabi led the efforts of United Arab Emirates on the assessment and development of a
peaceful nuclear energy program, making commitments to pursue complete operational transparency
and the highest standards of safety, security and nonproliferation. He has been personally involved in all
key milestones of the UAE nuclear energy programme, including:


· A national scope energy assessment evaluating future UAE requirements and potential sources of
electricity.


· Drafting and release of the Policy of the United Arab Emirates on the Evaluation and Potential
Development of Peaceful Nuclear Energy.


· National nuclear energy legislation and the establishment of the nuclear safety regulator, FANR.


· Bilateral agreements related to cooperation in the peaceful uses of nuclear energy between the
UAE and various nuclear supplier nations.


Al Kaabi has served as a primary interlocutor on matters relating to nuclear energy , nuclear safety and
nonproliferation between the UAE Government and international organizations and other governments .
He was named in April 2008 by the UAE Foreign Minister as Special Representative for International
Nuclear Cooperation.


He is currently the UAE Ambassador to the Republic of Austria (2017) , and has been the UAE’s
permanent representative to the International Atomic Energy Agency (IAEA) since 2008.


Alkaabi is member of the board of management of the Federal Authority of Nuclear Regulation in the
UAE since establishment in 2009 serving as deputy chairman of the board.
Alkaabi represented the UAE government in many bilateral and multilateral fora and UN meetings ,
including the recent ones as UAE Sherpa for the Nuclear Security Summit Series , and the NPT review
meetings.


Al Kaabi was trained as a nuclear engineer, getting his bachelor’s and master’s degrees from Purdue
University in Indiana (USA) . His graduate work focused on nuclear safety.
